If you are a full-year Colorado resident who was under 18 as of January 1, 2023, you may claim the state sales tax refund only if you have a Colorado tax liability (Form 104, line 13 must be greater than 0) or you are claiming a refund of Colorado wage withholding on a W-2. Your return must be postmarked by October 15, 2024.
Part-year resident and nonresident individuals are not eligible for the state sales tax refund.
Individuals incarcerated in the Department of Corrections, incarcerated in a county or municipal jail, and certain individuals committed to the Department of Human Services for at least 180 days in 2022 are not eligible for the state sales tax refund.
My son meets all the requirements.. He was 18 for the whole year (actually 19). he is a resident, and wasn't in jail. His entered info shows a Colorado address. For some reason Turbotax doesn't feel he qualifies
The requirement is to be under the age of 18 as of 1 January 2023
Copied from State of Colorado Web Site:
Sales Tax Refund - Eligible 2023 full-year residents may claim this refund by filing in the manner described below by the appropriate deadline. The refund is $800 for one qualifying taxpayer or $1,600 for two qualifying taxpayers filing jointly.

Regardless: when I first did Turbotax, the $800 was there (I am over 18). Updated just now (1/31/2024) and it isn't. Seems as though it should be there ..
Update: Turns out if you check your Colorado return, there is a question about if you are filing before 4/15 or after. Answer that and the $800 gets added to the state return amount!
