What are you referring to?
The Form SSA-1099 tax statement is for individuals who receive Social Security benefits
The Form RRB-1099 tax statement is issued by the U.S. Railroad Retirement Board (RRB)
Both of these forms have been used for decades.
The RRB-1099 is for those who were employed by a railroad. See this website for the RRB-1099 - https://rrb.gov/node/1412
No. The Social Security/Railroad Retirement Benefits section has always existed.
If you receive social security benefits, you'll receive a form SSA-1099.
I think maybe they expanded the title to include Railroad. Here is the line from Online 2017 for SS & RR. Railroad starts with RRB-1099
