Should I file IL tax return when my AGI ($600) is less than IL tax exemption ($2,225) ? Also, I don't need to pay tax as well.

It depends. If you were a resident during 2018, then you are required to file an Illinois state return if you are required to file a federal return. However, if you were a nonresident during 2018 then you are not required to file.

I am an IL resident. Does IL require those who have filed the Federal tax return (though I don't have to pay any federal income tax.) also have to file state return too (though I don't need to pay state tax too)? Please advise. Thanks!

Yes, you are required to file an Illinois resident return.
