No - Since you are requesting a full refund of your DC state withholding, you will not be also able to claim a state tax credit on your VA resident state income tax return.
Also because VA and DC have a reciprocal agreement, VA will not allow a state income tax credit on your resident VA state income tax return for taxes paid to DC related to wages.

Form D-40B, Non-Resident Request for Refund for your DC withholdings (available by visiting DC - Tax Forms )

No - Since you are requesting a full refund of your DC state withholding, you will not be also able to claim a state tax credit on your VA resident state income tax return.
