requirement for filing state taxes in CA

I am trying to figure out if I do not owe any federal taxes, am I still required to file state taxes in CA? The information I've found on this searching the internet is contradictory. Some say that if you have over a certain amount of income you must file, even if you do not owe anything for federal taxes, but the amounts differ.  I do have income, and all of my income is dividend income. 

 

One figure I found says if you are a single filer and your income is over $13,850 you must file state taxes in CA. If this is accurate then it seems I would need to file because my income exceeds that amount. Can anyone confirm or provide more clarity/detail on this issue?
