What amount goes in the State Income Tax Refunds section for a partial year return in another state (Arizona)?

If you itemized deductions last year, you need to fill in any state refunds you received since you wrote them off when itemizing. Fill in the full amount received.

 

States have different laws so not knowing which state may be asking about AZ, I can't give additional advice.

Assuming the Arizona portion of zero is zero. I moved from Arizona (the state return) to Texas (no state income tax).

Correct. If the federal amount is zero, it is not taxable income, so enter zero (0) on the AZ tax return.
