TurboTax Message: For electronic filing, the New York state withholding can not be greater than or equal to wages

I rec'd two W2's from my employer: one reflecting Total Wages and NC Wages and another reflecting just NY wages with zero Total Wages in Box 1 .  When performing a Final Review of the tax forms prepared in TurboTax, I get a message for the second W2 "Form W-2 (Employer): Box 17 For electronic filing, the New York state withholding can not be greater than or equal to wages."  even though the State Wages in Box 16 are greater than withholdings in Box 17.   Can someone explain?  Thank you.

TurboTax Message: For electronic filing, the New York state withholding can not be greater than or equal to wages

You cannot Efile with a W-2 with $0 in Box 1.  This is an IRS regulation.

 

Combine your two W-2s into one entry, reflecting the Total Wages in Box 1 and making two separate line entries for North Carolina and New York state income/tax paid amounts in Boxes 15-20.
