When can I file NC tax electronically has error for electronic filing will not clear?

The North Carolina State Department of Revenue will begin accepting returns on January 28, 2020.

It is now February 1st. I still cannot begin my state of NC returns. Was previously told it would not be available until Jan 28th. What is going on?

What is preventing you from starting and completing the North Carolina state tax return?  All the forms and schedules for NC have been finalized for filing - https://care-cdn.prodsupportsite.a.intuit.com/forms-availability/turbotax_nc_online_individual.html

It will not open. I called about this a week or so ago and was told that the state would not accept the return until the 28th of Jan and thus the reason why I could not open or start the return. But I've since waited beyond that date and then some, and I have the same issue. The software says the state return is downloaded, but it will not open. If I click to start return, it continually goes through the process of saving my return, updating the return, then proclaiming the NC state tax return is downloaded and up tp date. But if you click start, it will not open and goes through the same process over. My federal return is complete and ready to file. But I can't access the state return.

That is a local issue with your personal computer.
