Paid Philadelphia income tax but did not live there

When I moved to the Philly region, I lived in Philadelphia. I've always worked from home and, when I lived in Philly, I was getting the city tax deducted from my paycheck, as I believe that was the rule.

However, we bought a house and moved out of the city in the middle of 2019. I didn't think about it last year when I was doing my taxes because I lived in the city for half the year, but I noticed on my 2020 W2 that I have a value in box 14 labelled PA CITY with an amount paid. I compared this with my paystubs, and I can see the money being deducted each month. Doing the math, it appears to be philaldelphia resident income tax.

I just finished, but not submitted, my state taxes and I don't see how I can claim this refund. I should also amend my 2019 taxes, as I suspect I will get half of that money back was well. But I want to learn how to do this first.
