See this TurboTax support FAQ for reciprocal agreements between states - https://ttlc.intuit.com/community/state-taxes/help/what-is-a-state-reciprocal-agreement/00/25612
Are state income taxes being withheld from your wages? If so, which state?
Did you complete and give to your employer a Virginia Form VA-4 indicating that you are exempt from Virginia income taxes because you are a resident of DC? - https://www.tax.virginia.gov/sites/default/files/taxforms/withholding/any/va-4-any.pdf
If your employer has withheld taxes for the work state instead of the resident state, you'll have to file for a refund from your work state. You'll still file your resident return that also includes that income and pay tax on it.
VA & DC have a reciprocal agreement so you will only file a DC return ... file a form VA-4 with the VA employer so you don't have any VA taxes withheld ....
