How do I manually type "Exempt-4361" on Line 57 of my tax return?

what state or what year becuase there is no line 57 on the federal 1040 for 2019

So how do I manually type “Exempt-4361” on Line 4, Part II, Schedule 2 (2019 Form 1040)?  I was able to type this phrase on my 2018 Turbo Tax Return last year, but I do not remember how to do it again?  Is it under tools?  Somewhere else on Turbo Tax’s Website?  Please advise.  Thank you, Dsa
