For 2018 or an earlier tax year?  Online tax preparation and e-filing for 2018 is closed.   If you prepared your federal return using TurboTax then you can use the desktop software which you must download  to a full PC or Mac to prepare the state return.  If you did not use TurboTax for your federal return, you could get the paper forms and prepare them by hand.  You will need your federal 1040 in front of you as you work on the state return.  Either way, you will need to print, sign and mail the state return.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS and/or your state received the return.
