Can we file CA tax as part-year resident if our federal tax is filed as resident?

My wife and me are foreigners coming to CA, US for the first time in Feb 2019 and staying there til now.

For federal tax filing, we are both dual-status aliens (non resident aliens at the beginning of the year and resident aliens since Feb to end of the year) but since we file jointly, we choose to be resident aliens for the whole year.

Now for CA state tax filing, given that we chose to be resident aliens for federal tax, can we still file as part-year residents for CA state tax? If the answer is yes, is the CA state standard deductible applied for us?

(We have income from our home country in Jan, before moving to the US).

Yes, you can file as a California part year resident stating that you resided there from Feb until the remainder of the year. You will be able to claim the California standard deduction. Please review this link for further information.
