Retirement distributions are subject to tax in the state you are living in when you receive the distribution.  It does not matter that the investment company is located in California.  While many states do allow retirement income to be either partially or even fully tax-exempt, Idaho is not such a state.  Retirement benefits are fully taxable in Idaho.
