Am I supposed to receive a Form 5011CR from the state or fill it out myself? What if I think this form doesn't apply to me? Can I skip it in my filed state tax?

Do you mean form 511CR from Oklahoma? If so, TurboTax creates the form from your input and adds it (if necessary) to your return.

If you mean some other form, come back and tell us the state and the form name.

Yes, for the state of Oklahoma. I don't feel this particular form applies to me. Is it a mandatory or optional form?

Form 511CR is not a mandatory form.

Form 511CR from Oklahoma reports on a large number of "other" credits, but if none of them apply to you, TurboTax will not add it.

Just enter the fields that TurboTax asks for in the interview, and let TurboTax decide which forms you need.
