I live in Kansas but receive a pension from the University of Missouri. Is the pension income taxable in Kansas (I think so) or Missouri, or both? Is it considered income by Missouri, or just Kansas income, since I receive the payments at home in Kansas.

If you live in Kansa, you will be taxed in Kansas. The source of the pension is of no consequence.
Retirement income is taxable by your state of residence at the time you receive it. Therefore your pension is taxable by KS. It is not taxable by MO.
I receive a pension from the California State Teachers System. Isn't some of it non-taxable on my Missouri state tax liability because it qualifies as a government/state pension supplied by the state of California?

Missouri's rule for taxation of public pensions (which is defined as pensions received from any federal, state or local government) is this:
For the 2021 tax year, up to $39,365 of federally-taxed income from government retirement plans is exempt for single filers with federal AGI of $85,000 or less, and for joint filers with federal AGI of $100,000 or less.
