I worked in NYS for all of 2021 but only lived in NYC for part of the year. When the form asks for "New York City Resident Portion," do I just divide by the percentage of time I lived in NYC? For example, if my "Taxes You Paid" is $45,000, and I lived in NYC for 6 months, is the amount for "New York City Resident Portion" $22,500 ($45,000 x .5)?

The program will ask for the number of days in NYC or Yonkers and it will do the calculations. You do not do the dividing.
I see, so I should just copy over the same amount that's listed under "Taxes You Paid" to "New York City Resident Portion"? I think that makes sense as the "Taxes You Paid" is about 2/3 of my "federal income tax withheld" on my W2, which tracks for the amount of time I've lived in NYC.
