I sold a vacation home in Pennsylvania (personal use never rented) for a capital loss so its unallowable. I'm not a PA resident and I have no other transactions or income attributable to that state, but TurboTax is suggesting I download the PA program. I may have answered a question in the federal interview regarding income from other states? Anyway, it doesn't seem like I should have a filling requirement to that state. Note: the settlement firm did generate a 1099S so that may be going to the state?

If you sold the property at a loss, then you do not have to file a PA tax return. If TurboTax is recommending you download the state program it is likely because you answered that you made income in PA.
