PA credit for tax paid to another state

Hello, is the Pennsylvania credit for tax paid to another state before that state's refund, which is box 17 on a W-2 form, or do you have to deduct the refund you're getting from that state?

You would deduct the refund you are getting from the state.  The credit is for the amount you pay and they keep, so your actual tax liability to them.
