Before I moved, I cashed out my pension account from Philadelphia.
I'm 26. Can MD tax PA 1099-R income that I earned totally while living in PA?

Your resident state taxes your retirement income. If you were still a Pennsylvania resident when you received your pension, you will be able to allocate the income on your state tax returns.
