I retired in 2018. OPM did not take out maryland state tax for the first 6 months.. I sent MD money to cover the first 6 months. Do I get a form from MD and/or how do I put that amount into turbo tax?

No, you will not get a form from MD reporting the estimated taxes that you paid them. You will need to keep track of the payments on your own each year so that you can include them on your Maryland Tax Return.
