Okay so my state return says started what doe that mean

If you haven't did your Federal return or its still pending your State tax return will say started.

Although state returns can be e-filed with your federal return (or after your federal return has already been accepted), it's no longer possible to e-file state returns before the federal. For more information click on this link. https://ttlc.intuit.com/questions/1900582
