This will be the first full year working remotely in FL for a NY based company (was on site for 5 years pre-COVID) and filed part year resident last year.
1) Do I need to file NYS return for my NY wages as a Non Resident? I believe I don't meet all the Convenience of the Employer points.
2) My employer cashed out all of my NY withholdings in November. If I do need to file, I have $0 NY withholdings. Should I make an estimated payment to NYS of the full years tax before 17th to avoid penalties?

If you were a resident of FL for the entire year of 2022, and you never physically worked inside New York, not even for a single day, then your income from that work is not subject to NY income tax.

If you have no New York taxable income and your W-2 shows no New York withholdings, then there is no reason for you to file a NYS tax return.
