Nonresident Raffle Winner

My daughter is a resident of Kentucky and won $2500 in a raffle in my in-laws' state of Wisconsin. She doesn't have enough income to really have to file but we are considering to get her federal and state taxes back. Does she have to file taxes in Wisconsin, too?

Yes, she would have to file a Wisconsin state tax return because her gross income is more than $2,000.
