Am I supposed to mail my PA-8453 after I e-filed with my state? I thought that was a Pennsylvania requirement but I cant remember.

No, you are just supposed to sign the form and then just keep it for your records for three years with the rest of your return. You do not actually send the form to PA or anywhere.
