My wife was an Illinois resident for most of the year before moving to California. I was a California resident for the whole year. Do I still need to file an Illinois tax return if I had no Illinois income or withholdings??

So, for more details, we were married filing jointly for Federal and for CA, but per Illinois instructions, we are married filing separately for Illinois. My wife's MFS IL return has been completed. Do I need to file an additional MFS IL return for myself if I had no Illinois income or Illinois withholdings?

No.  Since you were not a resident of Illinois and had no income from there, you do not need to file with that state.
