My wife's employer deducted state taxes for a state that we no longer live in - how can I apply those taxes to our current state?

You will need to file a return for the state that received the tax and receive a refund for the incorrectly withheld taxes.  You cannot apply the state withholding to you current state.

If you moved from one state to another in 2018, you will need to file a part year returns.
