my son worked in another state for the summer for an internship. It is the same state as his college. Is he considered a part time resident for this work?

No. He is a non-resident of that state. 

The state of legal residence is the student's true, fixed, and permanent home. If your son moved into a state for the sole purpose of attending a school, that state does not count as his legal residence.
