My NYS Corrections Officers Variable Fund is exempt in NYS why do I owe NYS?

I should be totally tax exempt but on turbotax in NYS it says that I owe NYS.

Is the variable not taxable? I have a letter from new york state that saids it is not. Only subject to the age and $20,000 pension exclusion.
