My husband and I moved from NY to DE on Dec. 1. He only earned $245 in Delaware for the year. Why do we have to file a return for DE?

Since you are safely under the filing limits for the State of Delaware, you can bypass filing the Delaware return - unless you wish to file a claim for a refund of your withholding tax for Delaware.
