NY will use your total income to determine your tax rate, but it will tax only your NY-source income.
As a nonresident, you only pay tax on New York source income (your husband's NY income), which includes earnings from work performed in New York State, and income from real property located in the state. If you are a nonresident, you are not liable for New York City personal income tax, but may be subject to Yonkers nonresident earning tax if your income is sourced to the city of Yonkers.
New York considers all of your income and if you are married filing a joint return, they will include your income as well. But the total income is only used to determine the tax rate to apply to the NY income to be taxed. The state of VT should give you a credit for taxes paid to NY, so do your resident return last, after the NY nonresident return. How to file a nonresident return?
