My dtr is a NJ resident, works in CT. has no NJ income, does she need to file a NJ return. I completed both a NJ and CT return for her, but NJ calculated her CT income

Yes, she must file a NJ return, as that is her resident state.

Do her CT nonresident one first, then her NJ resident one.  She will get at least partial credit for taxes paid to CT. However, due to the difference in state tax rates, she may still owe some money to NJ.
