My daughter visited for two weeks the end of Dec 2016, why does she have to file taxes in our state. No intentions of ever living here, only visiting her parents

She went to school, last 6 years in CA, graduated now works in Japan.

No.  She was not there long enough to establish residency and her intent was not to establish residency.  Most states consider you a resident if you've lived in the state183 days.
