My daughter is a resident of IL and went to college in Georgia. She had 2 p/t jobs so she had income in Georgia. Does that make her a resident or nonresident in GA?

College students...under age 24 and, as your dependent...they are still considered as residents of their parent's state...even if they are rarely at home.   Thus, the GA income is as a non-resident.   They may also be liable for filing an IL resident tax return.

Make absolutely sure that you/they indicate they are a dependent of someone else when they file their taxes....either that or make sure you, as parents, file yours first.
