My 1099-OID did not have the tax exempt state ID entered. I need the statev ID for North Carolina.

Contact the Payer (top left on the 1099-OID) and ask them what the state ID is (I assume you mean box 13). This is an account number that the Payer got from the state of South Carolina, and we would have no way to know what that ID is.
