My company has several branch offices and head office locates in Houston. before, I lived and worked in New Orleans office (LA). On 2.1.2021, company temporarily relocated me from New Orleans to Houston and lodged in apartment rented by company and changed to permanently staying in Houston from 05.01.2021. And then I started to rent apartment by myself. The withholding LA tax was not stopped until my residency address was updated to Houston in June in payroll system. Which date is considered as my moving date or be resident of TX for the tax purpose?

No, since you did not officially establish residency in Texas until May 1, you are still considered a Louisiana resident until then.
