If spouse filed proper paperwork with the employer...such that no VA taxes were withheld on their W-2.  Then no VA tax return is needed.  

In that situation, you both need to indicate in the My Info section,  that you each lived in FL all year, and that you did not move from another state during 2017.  For tax purposes you both live in FL all year.   The mailing address in VA doesn't set that, it's the series of questions.

But it only applies to the civilian spouse's W-2 income, not to any Self-employment income.
