Hello, So I work in Auburn Hills (no city tax) but live in Pontiac (city tax). Do I have to file a Pontiac city tax return?

Yes, you will owe Pontiac city taxes because you are a resident.

For your reference, 2019 City of Pontiac, MI P-1040 (R) Instructions for Residents page 2:

Full-year resident - If you were a resident of Pontiac during all of 2019 and had taxable income, you must use this form (P-1040R). All taxable income while a resident of Pontiac must be reported on this form, regardless of the source of the income.
