Lived in pa during 2016 until may worked in pa the entire year, lived in new jersey may-dec. pa withheld state taxes on part of income and nj on the other part. owe nj?

Says I owe over 500 to nj bc they withheld around 200 on 40,000 and pa withheld 900 on 29,000 no refund from pa.   whats going on that I am missing

Could be correct.

You need to file part year resident returns for both PA and NJ.

Make sure that your NJ income is only that portion that was earned in NJ, not your full year.  Looking at a NJ 1040NR, only your income earned while a NJ resident should be in column B.
