Lived in Arizona and Minnesota half-half in 2018. How do I determine if my ordinary dividend income and capital gain from mutual funds are taxable by these two states?

Look at your statements or online activity and see when the dividends and capital gains were paid out.  Include them on the state return for whichever state you were living at the time they were paid.
