OK....first go to this page and find and download the form VA-4., and fill it out to get VA withholding stopped

Fill it out Name address, etc....and step 3 in the main form (not the 1.-to-8 stuff at the top) and give to your employer. Parts 1,2,and 4 in the main form are not needed for your situation.

Then fill out a WV withholding form and give that to yoru employer:

But Not all VA employers are set up to withhold WV taxes for you...if that happens you will have to set up and pay quarterly estimated tax payments to WV instaed....but go thru the withholding forms process first.
I don’t pay VA state tax fortunately but the accountant at the family owned and operated business I work for told me she didn’t have the ability to take out WV taxes and that I should speak to another accountant about it
IF you go to the following webpage......Scroll down to "Payments"...then select the form IT-140ES...That is the estimated tax payment form you can send in quarterly to WV, with a check...to prepay your WV taxes during the year and avoid an underpayment penalty. There is also an "Instructions" selection you can make to save and print out the instructions on how to fill it out. Note that the payments are generally due 15th of April, June, Sept, and then 15Jan of the following year (i.e. last payment for yoru 2023 taxes will be due 15 Jan of 2024). But don't push he due dates....send in your payment by the 5th of the month it is due.

Other:
1) WV also has an Online Direct Debit payment system for those if you don't want to send a check, but I'm not familiar with which selections are needed to set those up.
2) TTX might prepare, and you may be able to print out those estimated tax forms for you to use, as you finish up your WV taxes in TurboTax....check your WV printouts.
3) Yes, you could also visit a local tax prep service...but they may want to pay to actually prepare your WV taxes before prepping the Estimated tax forms for you...don't know.....yes, local accountants might be able to prep the estimated tax forms for you...but $$ fee?? and not sure normal individuals need an accountant unless they are actually Self-Employed.
