I live in NJ work in PA, they deduct NJ taxes.. I have no other income from working in PA. I have a 1099R that was from an inhereted IRA from my deceased grandmother. Do I need to fill out non-resident, even though I have NO wages in PA?

No, you do not need to fill out anything for PA. It is better to say that you do not work in another state since this will just generate a form for PA that you do not need. This is informational for the program to determine what forms and documents you need in your return.
If you lived in NJ when you received the inheritance, you will report it on your NJ return as well.
In addition- do I have to claim on the page that I had income in another state?
