Keystone Group is asking me to pay taxes based on my Earned Income (EIT) for 2014. I work in DE and live in PA, are taxes due on earned Income for School District?

Keystone handles local PA income taxes, not state ones, so ask them. But they are normally based on where you live..

 TT does not support PA local taxes.

Since you have been contacted regarding your lack of a 2014 return, I'd suggest you immediately address 2015, 2016, and soon, 2017 returns

Thanks, but still not clear why this relate to my income since I work in Delaware... and keystone , on my case , only collect school district taxes Township of new garden taxes...

As I said, it is based on where you LIVE, not where you work. See Resident Rate here:

For folks who work in PA, the local tax is withheld from their pay. Since you work out of state, it wasn't, but you still owe it.
