Ive lived overseas for 20 years working for DoD. I don't live in Illinois, visit there, or own property there. Do I have to pay state taxes in that state?

Did you have any type of tax form which has Illinois sourced income or Illinois state taxes withheld? If not, there would be no reason to file an Illinois state tax return.
In the My Info section you should have indicate that your resident state is Foreign or US Possession in the dropdown for states, it is located at the bottom of the list. You should also have indicated that you did not live in any other states nor earn money in any other states.
