It’s saying that I have 3 non refundable credits and I need the deluxe version, I don’t understand why. Can anyone help?

TurboTax Deluxe is required to file a tax return that includes nonrefundable credits claimed on schedule 3. The nonrefundable credits included on schedule 3 are:

Foreign Tax Credit
Child and Dependent Care Credit to claim child care expenses
Education Credits
Retirement Savings Contribution Credit
Residential Energy Credit

Does TT Premier 2018 or 2019 include Schedule 3 for foreign taxes paid?

Yes. Deluxe and Premier have all the Form 1040 Schedules, including Schedule 3 - Nonrefundable Credits.
