To clarify,
are you filing a non-resident CT return and also a Resident NY return?
If yes, please compute the non-resident return first so that the tax paid to CT can flow to the NY return for a credit.
If your question is something else, please continue in this thread or report a more detailed question.
Thank you for choosing TurboTax.
Good afternoon, thank you for responding I am a NYC resident and I work in CT.
I did the NY first and then the CT but, I am still getting the same message.
First, look at the Connecticut (CT) return to be sure you have the correct amount of tax (not withholding) on that return.
As a rule, the nonresident state return should be completed first so that TurboTax knows what to carry to the resident state for the credit of taxes paid to another state on the same income. You can delete the New York (NY) return, complete the CT return and then add the resident state of NY back to your return. The instructions below will walk you through what to do.
In the New York (NY) state return you must select to review the 'Taxes Paid to Another State'.
Your credit will be recorded and applied on your resident NY state return. See the screen below for assistance.

I first completed NJ non-resident and total tax is 18542 which automatically got into New York IT-112-R where I am resident. Yet I got the error.
Are you still experiencing this error? Many of these errors have been corrected in the latest updates to TurboTax.
Make sure you have ran all updates.
