Is there an issue with tax year 2018 Form 2210? My return calculated none due. State of RI states I owe underestimated interest.

Form 2210 is a form specifically for the federal income tax underpayment penalty.  If the state has assessed an underpayment penalty, you'll have to contact them for clarification.
