In the Wisconsin state interview, proceed through the interview until you come to a screen entitled "Here's the income that Wisconsin handles differently". Look down at the subheading "Education" at "College Savings Account". 

Click on Start or Revisit. On the subsequent screen "College Savings Account Program", answer "yes".

On the next screen - "College Savings Account Information" - enter the required information. Note that the amount you contribute in 2017 will be limited to $3,140.
