intuit says I have to file my New York file by mail but New York says I have to file electronically. Don't know why I cannot file state taxes through Turbo Tax. I had no problem with federal.

Not sure what problem you are having that would prevent you from e-filing your NY return if you e-filed your federal return.  You cannot e-file a state return if you mailed the federal return.  So provide some details about what happens when you try to e-file NY.  But---just so you know--although NY prefers that you e-file, it is possible to mail a NY return.

Was your federal efile Accepted?  Maybe you need to wait for it to be accepted.    Double check your federal efile status here
