In 2017 the state of Missouri sent me an adjusted tax bill from my 2014 return that I had to pay. Is this amount deductible on my 2017 taxes?

No, this is an adjustment to taxes that were owed to Missouri. Whenever an adjustment to a tax return is received, the refund amount or tax liability is not deductible from your taxes.
